TANF and TANF-UP recipients who participate in the VIEW program have their continued financial eligibility and grant amounts calculated using formulas different from the TANF Grant Amount Calculations.
To reward work, the Department of Social Services (DSS) allows VIEW participants to earn up to 100% of the Federal Poverty Level (FPL) (or up to 150% FPL in the case of TANF-UP households) and remain eligible for TANF for up to twenty-four months from the date that the initial Agreement of Personal Responsibility is signed.
The VIEW payment calculations below apply to the following:
· Unsubsidized employment; and
· On-the-Job Training or Other Subsidized Training.
The VIEW calculations do not apply to the following:
· FEP Program; and
VIEW participants do not have their earned income screened at the Maximum Income Limit (185% and the TANF Standard of Assistance).
STEP 1
Compare the countable earned income to the Federal Poverty Level (FPL). If the countable earned income equals or exceeds 100% FPL (150% FPL for TANF-UP cases), the case is ineligible.
NOTE: In determining countable earned income, apply the standard deduction from gross earned income and 20% of the remainder, and incapacitated adult/child care costs as disregards. (See the earned income disregards in the topic, VA TANF - Gross Countable Income.)
STEP 2
Compare the countable unearned income to the TANF Standard of Assistance for the TANF Assistance Unit or the TANF-UP Assistance Unit.
NOTE: TANF Match Payments received, as well as Other Disregarded Income are not considered countable income.
If the countable unearned income equals or exceeds the standard of assistance, the case is ineligible.
If the countable unearned income is less than the standard of assistance, the difference is the "deficit amount". That amount is used in STEP 3.
STEP 3
Add the total countable earned income from STEP 1 and the TANF "deficit amount" from STEP 2. If the sum exceeds 100% FPL (150% FPL in TANF_UP cases), the TANF Grant amount is reduced so that the sum of the countable earned income plus the deficit amount equals 100% FPL (150% FPL in TANF-UP cases).
If the TANF grant amount calculates to $9.99 or less, the assistance unit will not be eligible for a money payment; but the case will be financially eligible for TANF (VIEW) and will be carried as an active TANF case.
