VA VIEW - Full Employment Program

If you are in the VIEW Full Employment Program (FEP), you are placed in a public or private sector job, and you are paid an hourly wage for the work done.

The Department of Social Services (DSS) pays the employer a predetermined, fixed stipend of $300 per month. You do not receive TANF benefits during the time your employer is receiving a stipend except when you have not worked your scheduled hours for reasons beyond your control.

The goal of FEP is for the employer to retain you as an unsubsidized employee at the completion of the training period. The placement should provide you the opportunity to gain work experience, develop job skills and work social skills.

To increase the likelihood that you will be hired on a permanent basis for the job and to promote further FEP placements with the employer, the DSS Employment Services (ES) worker should make every effort necessary to insure that your skills, abilities, and interests are a good match for the placement's job description.

Referral to FEP

If you have been unsuccessful in obtaining unsubsidized employment by the 90th day after the referral to VIEW, you are screened for placement with a FEP employer. If, however, you were referred to VIEW and have already accrued months on your current 24-month VIEW participation clock, you may be immediately placed in FEP.

If the ES worker does not have a suitable FEP or on-the-job training placement available, you will be immediately screened for placement in a suitable community work experience site.

Suitable is defined as follows:

·      The ES worker has determined that a good match exists between your skills, abilities, and interests and the position description; and

·      The employer agrees to provide needed training to do the job; and

·      The net monthly wages (take home pay) estimated by the employer exceed the amount of monthly TANF benefits that you were last paid.

·      The employer must offer employment of not less than 20 hours per week at minimum wage or greater.

·      Wages paid to FEP participants must be the same rate as paid to other employees who perform the same work and who have similar experience and tenure.
