VA VIEW - Transitional Benefits

When a VIEW case closes, the family may be eligible for Extended Medicaid and up to one year of child care, transportation, and employment and training.

NOTE: Receipt of Medicaid during the VIEW 12-month transitional period does not affect calculation of the 24-month period of ineligibility.

Eligibility Criteria

Extended Medicaid: In order to be eligible for 12-month Extended Medicaid, a family must have been eligible for Virginia LIFC Medicaid in 3 of the previous 6 months and must have become ineligible for Medicaid due to an increase in earnings. Earnings could increase because of a new job, a raise in the rate of pay or more hours are being worked. (For details see VA Medicaid - Extended LIFC.)

Transitional Child Care: Child care assistance is available up to twelve months after termination of TANF to maintain employment or to participate in employment and training activities.

Transitional Transportation: Former VIEW participants may apply for transitional transportation any time during the 12 months of eligibility; however, they will be eligible for only the remaining months of eligibility if they apply after the 12-month period has started. Payments for transitional transportation may be made for any transportation related expenses that are allowed under VIEW guidelines for open TANF cases. (See VA VIEW - Supportive Services.)

Transitional Employment and Training: Employment and training services are available for up to twelve months after TANF case closure if needed to obtain employment, maintain employment or to receive a higher level of employment.

To qualify for employment and training services, the following criteria must be met:

·      The activities are designed to maintain employment income, increase employment income or prevent the loss of employment income by the participant.

·      The participants were enrolled in the VIEW program at the time of case closure.

·      The case was not in a VIEW sanction at the time of closure.

·      The individuals have not completed an associate degree, four-year degree, or higher degree.

·      If participants are approved to participate in an education activity, they must be able to complete the activity within the transitional twelve month period.

·      The local agency has sufficient VIEW funds to pay for activities or services.

·      If the participants are not employed, the provisions of the employment and training services should allow them to become employed within 60 days of starting the training activity. If they are not employed within 60 days of starting the employment and training activity, the Department of Social Services (DSS) worker is to put them in a 30-day job search. If they are not employed by the 90th day, the transitional services must end by the 91st day. If they are employed after the 91st day, they may qualify for transitional services.

·      When participating in an educational activity the individuals must be assigned to at least 8 hours of employment within 90 days of starting the education activity. If they are not employed by the 90th day, the supportive services must end the 91st day. If they are employed after the 91st day, they may qualify for transitional services.

·      The participants must be enrolled in education and training activities for which there are jobs in the community or jobs projected to be available in the community. The participants must meet the satisfactory progress requirements of the institution providing the training. For education below the post-secondary level, Adult Basic Education and (GED), the individuals must obtain one grade level increase every three months. DSS workers are to use VIEW attendance forms and review grades each grading period to monitor satisfactory progress. Participants shall not be assigned to FEP or CWEP.
