As in most States, Virginia uses various percentages of the Federal Poverty Level (FPL) as limits for income eligibility in various benefit programs. Although the federal government usually issues the new Federal Poverty Levels (FPLs) in late February or early March, the benefit programs have different effective dates for their use.

In this topic we cover the Medicaid FPL-related income limits, and the TANF-related income limits.
Income eligibility for a number of the VA Medicaid Covered Groups is based on percentages of FPL:
· Medicaid for Aged, Blind, or Disabled (ABD) individuals with 80% FPL income: To be income-eligible the individual or couple must, as the name implies, have countable income that does not exceed 80% of the Federal Poverty Level. (See VA ABD with Income 80% FPL.)
Effective Date: The new ABD rates become effective on the 1st day of the 2nd month following federal publication of the new rates. Since publication is usually in February or March, the effective date is usually April 1 or May 1.
· Medicare-Related Covered Groups: Income-eligibility for QMB, SLMB, QI, and QDWI – Medicaid programs that pay various combinations of Medicare deductibles, premiums and co-pays – is based on various percentages of FPL. (See VA Medicare Related Covered Groups.)
Effective Date: The new ABD rates become effective on the 1st day of the 2nd month following federal publication of the new rates. Since publication is usually in February or March, the effective date is usually April 1 or May 1.
· Medically Indigent Children: Children age 1-6 and children age 6-19 are income-eligible for Medicaid if the countable income of their Budget Unit does not exceed 133% FPL.
Effective Date: The new F&C rates become effective on the date of federal publication of the new rates, usually in February or March.
· Pregnant Women: Pregnant women are income-eligible if their countable income does not exceed 133% FPL. (Infants born to covered pregnant women are eligible for 1 year regardless of income.)

· Low Income Families with Children (LIFC) – VIEW: LIFC recipients who participate in VIEW remain income eligible if their gross earned income does not exceed 100% FPL and their countable unearned income does not exceed the 90% Standard of Assistance. See LIFC Medicaid Eligibility for details.

· TANF for VIEW Participants: TANF recipients who participate in VIEW remain income eligible for TANF benefits if their countable earned income does not exceed 100% FPL and their countable unearned income does not exceed the TANF Standard of Assistance for the size and location of their TANF Assistance Unit. Their TANF grant amount is also based on FPL. (See VA VIEW Grant Amount Calculations for details.)

· TANF-UP for VIEW Participants: TANF-UP recipients who participate in VIEW remain income eligible for TANF benefits if their countable earned income does not exceed 150% FPL and their countable unearned income does not exceed the TANF Standard of Assistance for the size and location of their TANF Assistance Unit.
