The Standards of Assistance vary with both the size of the family unit and the geographic area in which the family lives. (There are three groups of geographic areas. See Geographic Areas of the State for the grouping by City and County.)
For Medicaid purposes the Standards of Assistance are used as follows:
1. LIFC 185% of Standards of Need (Non-VIEW): The first table is used in the first step of a two-step process to calculate the eligibility of non-VIEW low-income family members who are adults (aged 19 and above) and who do not fall into another category (such as being pregnant, having a disability, or being aged). If the family's Gross Income does not exceed 185% of the Standards of Need and one or more of the family members are children under 19, then the adults pass the first income-eligibility test for Medicaid because they are in the covered group, Low Income Families with Children (LIFC).
NOTE: To see how the standards of assistance are used for VIEW participants, read the explanation in the Initiative for Employment not Welfare (VIEW) topic.
2. 100% of Standards of Need: Column A in the next three tables (one table for each geographic area) contains the amounts that are used in the second step of computing income eligibility of children under age 21 in foster care or subsidized adoption. In this step the Families and Children (F&C) definition of Countable Income, rather than Gross Income, is used in the comparison.
This amount is also used in calculating the amount that is deemed from a parent or spouse who is not a member of the Assistance Unit.
3. 90% of Standards of Need: Column B in the next three tables contains the amounts used in the second step of the two-step process of calculating eligibility for Low Income Families with Children (LIFC). The family's Countable Income is compared to 90% of the applicable Standard of Assistance.
NOTE: The 90% limit is also used when determining eligibility for a family that is participating in the VIEW program. In that case, earned income cannot exceed 100% of the Federal Poverty Level (FPL) and unearned income cannot exceed the 90% Standard of Need.
