VA Initiative for Employment not Welfare (VIEW)

For Medicaid purposes, a Virginia Initiative for Employment not Welfare (VIEW) participant is a TANF participant who has signed the VIEW Agreement of Personal Responsibility.

VIEW participants have a higher earned income limit than non-VIEW participants. (See below.)

Individuals who are under a TANF VIEW sanction are considered VIEW participants for Medicaid purposes.

Individuals who receive only VIEW Transitional Support Services are not considered VIEW participants for Medicaid purposes. However, such individuals may be eligible for Extended LIFC Medicaid.

Income Eligibility for VIEW LIFC

VIEW participants' income eligibility in the Low-Income Families with Children (LIFC) covered group is determined by comparing:

·          The Family Unit's (FU's) gross Earned Income, other than Workforce Investment Act and income of a child under age 19 who is a student, to the 100% Federal Poverty Level (FPL); and

·          The FU's Unearned Income to the F&C 90% income limit.

If the earned income of the Family Unit (FU) is equal to or less than 100% FPL, then the unearned income is screened as the F&C 90% income limit for the locality.

If the FU's unearned countable income is equal to or less than the F&C 90% income limit, income eligibility for VIEW participants in the LIFC covered group is established.

If the FU's earned or unearned income exceeds the limits, the FU is not eligible as VIEW participants in the LIFC covered group.

Budget Unit (BU) policy does not apply to the LIFC (VIEW) income eligibility determination. This means that the DSS Eligibility Worker does not look to see if it is possible to break up the Family Unit into smaller Budget Units to see if one or more of the Budget Units would be eligible.

The DSS Eligibility Worker should then see if any family members are eligible as LIFC (non-VIEW) or in any other covered group. In this determination BU policy does apply.
