TAFDC - Non-Countable Income - Massachusetts

Many kinds of income are not counted for either the test of financial eligibility or the calculation of the grant amount for TAFDC.

Following are examples of the types of income that are not counted:

· All income of any member of the household who receives Supplemental Security Income (SSI) payments and State and/or Federal foster-care maintenance payments

· The first $600 received as lump sum income from Federal Veterans' Benefits, Workers' Compensation, retroactive Social Security payments, Unemployment Compensation, and windfall payments such as lottery winnings and inheritances, among others

· The cash value of Food Stamps

· Certain nutritional support payments

· The first $130 per month of training stipends, including but not limited to payments from the Department of Employment and Training (DET) or the Massachusetts Rehabilitation Commission (MRC)

· Reimbursement payments for education and/or training-related expenses received from the Employment Services Program (ESP) and JTPA programs

· Certain student grants, loans, or scholarships

· Housing subsidies received under any Massachusetts or Federal housing program including utility allowances

· Payments from the Home Energy Assistance Program

· Assistance from other social service agencies that does not duplicate TAFDC assistance

· Up to the first $50 in current child support for a child(ren) included in the household

Additional Information

Some income is not counted under certain circumstances, but is counted under others (see 106 CMR 204.260 for details).
