In order to receive TAFDC, applicants and recipients must meet specific financial eligibility requirements. Specific requirements are in place for determining how assets and income are counted for the eligibility test. In order to be eligible, the combined assets and the combined income of the household must be at or below levels specified by the Department of Transitional Assistance (DTA) office.
First, it is necessary to determine if the household is exempt or non-exempt.
Then, countable assets are considered. Countable assets of the household, after non-countable assets are disregarded, must be under $2,500. Non-countable assets include the first $10,000 of the fair market value and the first $5,000 of equity value of one vehicle, residence, household and personal belongings and other items.
A two-part test for financial eligibility is then applied through two income tests of eligibility.
The first test is a gross income test (the 185% test of financial eligibility). It compares the family’s countable income with limits based on the household size as defined in the applicable Table of Eligibility Standards.
For the second test of eligibility, the calculations differ depending on whether the household is exempt or non-exempt. Certain expenses are deducted from the gross household income, then any unearned income received by the household is added to that total to determine the total net countable income of the household. If the family’s total net countable income is less than limits found in the applicable Table of Need Standards, the household is eligible for TAFDC and the grant amount can then be calculated.
The applicable Tables of Payment Standards provide the maximum amounts that may be received as a monthly grant.
