TAFDC - Countable Income - Massachusetts

Some household income is counted and some household income is not counted when the Department of Transitional Assistance determines financial eligibility or calculates the TAFDC grant amount.

The types of countable income generally are earned income and unearned income. Earned income is income, in cash or in kind, earned through employment or self-employment. Earned income from self-employment is total gross income less total business expenses. Income from real estate and rental fees is also counted as income. In-kind income is earned or unearned income in any form other than money, such as free services, rent, utilities, or food.

Some income may be deemed to the household when DTA determines financial eligibility or calculates the TAFDC grant amount.

Unearned income includes, but is not limited to:

·         Dividends

·         Interest

·         Unemployment Compensation payments

·         Pensions

·         Social Security (RSDI) benefits

·         Veterans' benefits

All gross countable income is considered on a monthly basis and is applied to the eligibility determination and calculation of the TAFDC grant amount in the month in which it is actually received by the household.

In general, income that is counted to determine if a household is eligible for TAFDC is also counted to determine the amount of its grant.

Additional Information

For cases subject to monthly reporting requirements, income may be applied in a different month (see 106 CMR 702.900 for details). This is available in PDF format (requires Adobe Acrobat Reader) at:
