NOTE: On February 12, 2004, Massachusetts announced the reorganization of key agencies within the Department of Labor and Workforce Development. This comes following changes that replaced the former Division of Employment and Training (DET) with the new Division of Unemployment Assistance (DUA).
The Division of Unemployment Assistance (DUA) will operate the state’s unemployment insurance program, including the Medical Security Plan, which provides health insurance to certain unemployed workers. In addition, the DUA will serve as the primary source for Massachusetts’ jobs and economic data.
A newly created division will be called the Division of Career Services (DCS). DCS will provide greater focus on and administer workforce development programs once run by the former DET. This includes operational oversight of Massachusetts’ 32 One-Stop Career Centers, the Workforce Training Fund program, the Alien Labor Certification program, and a host of other employment service programs.

Unemployment Insurance (UI) is a program administered through the Division of Employment and Training (DET) that provides benefits for certain Massachusetts workers who meet basic eligibility requirements. Most workers in public, private, and non-profit employment are covered, but some classes of employment are exempt.
Generally, the insurance program is designed to cover workers with a strong, steady work history. It is designed to assist unemployed workers until they can find re-employment.
