TAFDC - Income Tests of Eligibility- Massachusetts

The household’s financial eligibility for TAFDC with regard to income is tested at application, at eligibility review, and when a change in household income is reported. The household must pass two tests to be eligible.

First, a gross income test (the 185% test of financial eligibility) compares the family’s gross countable income with limits for the household size in the applicable Table of Eligibility Standards. If the household’s gross countable income is equal to or below the limit, the household is eligible for TAFDC. Three kinds of household income are excluded from the test:

·     non-countable income

·     wages received from the Full Employment Program

·     income of dependent full-time student(s) for a period of six months in a calendar year

The applicable limit differs for exempt households and non-exempt households for the amount used in this test. The standard with the rent allowance is used for families living in private, unsubsidized housing. The standard without the rental allowance is used for families in public or subsidized housing or who are not paying rent. If the household’s gross countable income is below the limit, the second income test is applied.

The calculations for the second test of eligibility differ depending on whether the household is exempt or non-exempt. The following are deducted from the gross household income: $90 work expense deduction, for exempt households, the first four months of employment $30 plus 1/3 of remainder; for the next 8 months $30 but no 1/3 amount, (for non-exempt households, deduct $30 plus 1/2 or the remainder, with no time limit), actual child care costs up to $200 depending on age of child and hours worked.

This net countable earned income is added to the household’s unearned income to determine the total net countable income. This total is compared to the need standard for the family size. The standard without the rental allowance is again used for households in public or subsidized housing and the standard with the rental allowance is used if the household is in private, non-subsidized housing. If the total net countable income is less than need standard, the grant amount can then be calculated.
