Low-income families needing energy assistance are served by programs available through the Massachusetts Department of Housing and Community Development (DHCD) and/or the Citizens Energy Oil Heat Program.
DHCD programs include the Low-Income Home Energy Assistance Program (LIHEAP), the Weatherization Assistance Program (WAP), the Heating Emergency Assistance Retrofit Task Weatherization Assistance Program (HEARTWAP), and the Low Income Sewer and Water Assistance Program (LISAWAP).
The LIHEAP program helps to pay for the cost of heating and pays benefits of fixed amounts based on household income. An additional benefit is available to eligible households that have a high energy burden. The WAP is designed to assist low-income households reduce their heating bills by providing home energy efficiency services. The HEARTWAP is designed to provide heating system repair and replacement services to low-income households. The LISAWAP provides a benefit of up to 25% of an eligible household’s combined sewer and water bills.
Financial eligibility for all of these programs is determined in accordance with the Department's Fuel Assistance Eligibility Chart. See LIHEAP Financial Eligibility for a table showing maximum gross income for various family sizes.
The Citizens Energy Corporation, a non-profit organization, administers the Citizens Energy Oil Heat Program. It works in partnership with over 390 local oil dealers, the statewide network of fuel assistance agencies, and the American Red Cross of Massachusetts Bay to allow families to purchase one-time deliveries of discount home heating oil. The heating oil initiative helps buffer needy families from volatile heating oil prices.
