The Delaware Division of Social Services (DSS) uses special methods for determining the financial eligibility and grant amounts for pregnant women in the Temporary Assistance for Needy Families (TANF) and General Assistance (GA) programs.
To determine the financial eligibility of a pregnant woman her gross income is compared to 185% of the TANF Standard of Need for one (1) person. If income is less than the Standard of Need, determine eligibility and the grant amount according to the procedures described at TANF Financial Eligibility and TANF Grant Amounts.
If the pregnant woman lives with the father of her unborn child, financial eligibility is determined by comparing the sum of the pregnant woman's gross income and the father's gross income to the TANF standard of need for three (3) people. If income exceeds the Standard of Need, the family is not eligible for TANF. If income is less than the Standard of Need, only the mother's Net Income is considered to determine the amount of the TANF grant. Her income is subtracted from the TANF Standard of Need for one person. (See TANF Grant Amount.)
When the child is born, the child and the father must be added to the TANF assistance unit. If the father has income, it is possible that the amount of the monthly TANF grant will be less than the grant paid to the mother in her ninth month. If this happens, no supplemental grant is issued, but Medicaid is approved for the father and child. A TANF grant is authorized effective the first of the following month.
A woman who has a verified pregnancy and receives a GA check the month she delivers her child is eligible for TANF that month for herself and her child if she reports the birth to the DSS, and she meets all other TANF technical and financial eligibility requirements.
