Temporary Assistance for Needy Families (TANF) is Delaware's main cash assistance program for low-income families, administered by the Division of Social Services (DSS). The goal of TANF is to give people temporary help until they can get a job.
In Delaware, the TANF program is also referred to as ABC, for A Better Chance Welfare Reform Program.
NOTE: The other DSS cash assistance program is General Assistance (GA).
To be eligible for TANF, your Assistance Unit must be found financially eligible for assistance after all Unearned Income, Earned Income and resources available to your family are considered.
You must have also have a child under age 18 or be taking care of minor children you are related to (within a specified degree of relationship in order to qualify.
Delaware extends eligibility to women in their ninth month of pregnancy and to 18-year-old high school students who will graduate before turning 19.

· Both parents are responsible for supporting their children.
· Teenage pregnancy should be avoided, and two-parent families encouraged.

· Accessing life skills counseling and educational opportunities.
· Seeing that children stay in school.
· Having children immunized.
· Securing financial child support from both parents.
· Receiving parent and family planning education.
· Job Placement Assistance.

· Life Skills Counseling.
· Job Training.
· Child Support Enforcement.
