An application requesting financial assistance [Temporary Assistance for Needy Families (TANF) or General Assistance (GA)] or medical assistance from the Delaware Division of Social Services (DSS) may be made by an individual, agency, institution, guardian, or other individual acting for the applicant with his knowledge and consent.
You must submit a completed application form (Form 100) to DSS. Application forms are available and can be filed at any DSS location. (See: DSS Contact Information.)

You must be interviewed before an eligibility decision can be made.
Your need for assistance will be determined in accordance with the specific financial and non-financial standards of the program(s) for which you apply.
DSS must inform you of the programs for which you may be eligible and of your right to appeal any DSS decision on eligibility.
For cash assistance, benefits begin from the date all required verification is received. For Food Stamps, benefits begin from the application filing date, after all required verification is received. For medical benefits linked to cash assistance, the start date is the first day of the month in which the grant begins.
NOTE: Delaware ASSIST is a web site that allows individuals and community based organizations access to screen and apply for a broad range of social programs. The self-screening questionnaire can tell you which Social Service Programs you and the members of your household may be eligible to receive.
