DE TANF Employment and Training - Supportive Services

The Division of Social Services (DSS) provides, through Employment Contractors, Supportive Services such as childcare and transportation when they are required to allow Temporary Assistance for Needy Families (TANF) recipients to participate in employment and training activities. DSS provides childcare in accordance with its Child Care policy.

DSS includes the supportive services to be provided in participants' Contract of Mutual Responsibility.

Child Care

DSS provides childcare for a dependent child who is:

·      under 13,

·      13 or older who is physically or mentally handicapped or under court order requiring adult supervision, and

·      for a child who would be a dependent child except for the receipt of benefits under Supplemental Security Income (SSI) or foster care payments.

DSS provides such childcare to the extent that it is necessary to allow a TANF-eligible family member to:

·      accept employment or remain employed; or

·      participate in an approved TANF education or training activity (including self-initiated education or training).

Payment may be made or continued when the participant is waiting for entry into employment on an approved education training for:

·      up to two weeks; or

·      up to 30 days if it is verified that the child care arrangement would be lost if payment is not made or continued.

Fees

Fees include purchase of either certificates, licenses or testing needed for education or to obtain employment, such as Commercial Divers License (CDL) or license for nursing assistants, and GED test fees.

Basis For Determining Need: Need is evaluated on an individual basis. Consideration is given for jobs where such licenses are necessary for employment or to obtain such employment. Education testing includes GED test fees.

Other Support Needs Provided by Employment Contractors

Reimbursement to the participant or vendor payment to the provider for the following costs: purchase of lunch, personal grooming aids, clothing, and transportation to and from work-experience, training or education site. (DSS provides bus tokens to cover expense of public transportation, or reimbursement for participant mileage at $.20 / mile for participants not served by public transportation.)

Basis for Determining Need: A participant's ability to afford this expense. For transportation support the participant must live at least 10 blocks from services provided.

Accessories For Work Or Training

These services include purchase of either safety equipment, uniforms, shoes, or tools required to participate in training or work.

Basis for Determining Need: Requests are evaluated on an individual basis. Consideration is given for jobs where such safety equipment or tools are required by Office of Safety and Health Administration (OSHA) regulations.

Remedial Medical

Physical Exam

Basis for Determining Need: When a participant is required to undergo a physical exam to participate in training or accept employment and such exam is not available through a public health facility or covered by Medicaid.

Dental Services

Basis for Determining Need: When a participant's dental condition poses a significant barrier to employment.

Eye exams and eyeglasses

Basis for Determining Need: When the individual reports visual impairment or is determined to need glasses to continue in a component or job.

Transportation to and from Medical Services

Basis for determining need: Participant must live at least 10 blocks from services provided.
