DE Medicaid - Overview

Medicaid is an assistance program that helps pay for medical care. The Medicaid program is administered by the Delaware Division of Social Services (DSS). Determination of eligibility for medical assistance and the provision of related social services is the responsibility of local social service offices.

Medicaid provides medical assistance to families with dependent children and aged, blind or disabled individuals who do not have enough income and resources to afford needed medical services. Medicaid is not an insurance plan. It is an entitlement program funded by the State and Federal governments.

See the Medicaid - Overview topic for extensive explanation of the Federal aspects of the Medicaid program.

Eligibility

To be eligible for Medicaid, you must have limited income and in some cases limited resources, and be in one of the Medicaid Covered Groups for Medicaid.

Medicaid eligibility is widely acknowledged to be the most intricate piece of a very complex program. In the topic, Medicaid - Eligibility, we explain generally the eligibility requirements. There are, however, over 30 different types of covered groups with different eligibility criteria. In the topic, Medicaid - Covered Groups, and in the specific topics for each of those groups, we provide the main eligibility criteria for each group, you should contact DSS or consult the DSS Policy Manual for details.

ALERT: Although we have made every attempt to provide accurate information, you should make sure that the agency administering the program agrees before acting on any information found here about Medicaid or any program. Please contact us by going to http://www.workworld.org/TechnicalSupport.html#ContactUs if you find any inaccurate or misleading information in our explanations, or if you know of additional information you think should be included.
