Countable income is categorized as either earned or unearned when determining food stamps eligibility and benefits levels. Income already received by the household during the certification period and any household income expected be received during the remainder of the certification period is considered. Income received during the previous four consecutive weeks is used as an indicator of anticipated income.
Earned income includes:
· Wages from employment or self-employment
· Training allowances from recognized vocational and rehabilitation programs
· Certain payments to volunteers
· Workforce Investment Act (WIA), Americorps, Summer Youth Employment and Training and Youthbuild Program, and other such program earnings
· Non-Title IV Work-Study earnings
Unearned income is any income that is not earned and generally includes, but is not limited to, the following:
· Income from public assistance programs, such as Transitional Aid to Families with Dependent Children (TAFDC), Emergency Aid to the Elderly, Disabled and Children (EAEDC) or other assistance programs based on need
· Pensions, Social Security benefits, Workers' Compensation or Unemployment Compensation
· Support and alimony payments made directly to the household from non-household members
· Educational loans on which payment is deferred, grants, scholarships, fellowships, and veterans' educational benefits
· Payments from certain government-sponsored programs
· Rental income
· Money withdrawn from trust funds
· Monies withheld from a public assistance grant or repaid by the recipient to the public assistance program due to the household's intentional failure to comply with the requirements of another federal or state needs-based welfare program, such as TAFDC, EAEDC, or Supplemental Security Income (SSI)
