Income excluded when determining household eligibility and benefit level for food stamps includes, but is not limited to:
· Any gain or benefit received by the household not in the form of money and provided directly to the household (in-kind income)
· Payments made by third-party vendors to cover household expenses, such as housing subsidies, payments made under the Emergency Assistance (EA) program, and payments made by a government agency to cover child care expenses
· Any infrequent or irregular income not in excess of $30 in a quarter
· Certain educational loans, grants, and scholarships
· Other loans on which payment is deferred
· Certain reimbursements for past or future household expenses, to the extent they do not exceed actual expenses and do not represent a gain or benefit to the household
· Monies received and used for the care of a third party beneficiary who is not a household member
· Earned income of a student under age 18
· Certain non-recurring lump sum payments
· Payments made to Food Stamps Employment and Training participants
· Income of an Supplemental Security Income (SSI) recipient necessary for the fulfillment of a Plan for Achieving Self-Support (PASS)
