EAEDC - Categorical Eligibility for Parental Families- Massachusetts

To be eligible for EAEDC, a family must meet all the requirements for being a Parental Family or Caretaker Family.

A family must include a dependent child(ren) under the age of 18, his or her siblings or half-siblings, and his or her natural or adoptive parents, whether or not they are married to each other and living in the same home. The household must include all of these individuals, unless one or more of these persons:

·      Is eligible for and/or receiving TAFDC or Supplemental Security Income (SSI); or

·      Does not meet the EAEDC citizenship or alien status requirements (see106 CMR 320.600 through 320.620 for details, also see below)

There must be at least one dependent child(ren) in a household, unless all of the natural or adoptive children living in the same home are eligible for and/or receiving SSI and/or TAFDC. The family is also eligible for EAEDC if the household has been determined ineligible for TAFDC because neither parent could meet the TAFDC work history requirements.

Any parent in the household between the ages of 18 and 59 who is not in school, training, nor gainfully employed must register for work with the Division of Employment and Training (DET) as a condition of initial and continuing eligibility; and must actively seek employment; and maintain registration with the DET.

To be considered in school, the parent(s) must be regularly attending school full-time. To be considered gainfully employed, the parent(s) must be employed 30 or more hours per week earning at least the federal or state minimum wage, whichever is less. To be considered in training, the parent(s) must be regularly attending a full-time training program for 80 percent of the full-time scheduled hours of the program.

In a two-parent household, one parent must meet the Transitional Employment for Massachusetts Parents (TEMP) requirements. Both parents may be either in the EAEDC household or one parent may live in the EAEDC household and the other parent in a TAFDC household. The EAEDC parent must participate in TEMP unless the other parent in the TAFDC household is participating in TEMP.
