Place of Residence and Benefit Programs

Where you live (specifically, such factors as your area's mean and/or median income, population, poverty rate, unemployment rate, housing cost, designation by specific benefit programs, etc.) may affect the rules and/or rates of certain benefit programs. Each benefit program determines how to factor in differences between localities or regions in an attempt to provide benefits more fairly to all, regardless of where they live.

Medicaid and Locality

Some individuals in certain Medicaid covered groups may meet all requirements except that they have Countable Income greater than the limit for their Medicaid Covered Group.

If their income levels are greater than the Medically Needy Income Levels, they are allowed to reduce (spenddown) their excess income by incurring medical expenses. Their income is compared to a limit based on the geographic area in which they reside (Group I, II or III).

Medicaid groups may be different than Temporary Assistance for Needy Families (TANF) groups for the same locality.

Section 8 Housing and Locality

Financial Eligibility for Section 8 Assistance is based on a comparison of your Gross Non-Excluded Income with income limits that are based on the median income for your location and family size.

TANF and Locality

Financial eligibility for Temporary Assistance for Needy Families (TANF) and the amount of assistance that TANF recipients receive is affected by where they live.

There are three groups of localities; each group has different Standards of Need and Assistance.

TANF groups may be different than Medicaid groups for the same locality.
