HUD (and WorkWORLD) calculate your family's Gross Non-Excluded Income for two purposes:
1. To compare that income with the Section 8 Income Limits in order to determine whether or not you are financially eligible for assistance; and
2. As the starting point in calculating your Adjusted Monthly Income and the amount you will have to pay in rent (that is, your Family Rent to Owner in the Tenant-Based Voucher program – or your Tenant Rent in all other Section 8 programs).
Your Gross Non-Excluded Income is calculated by adding together your family's unearned income, earned income, and income from assets. From that sum is subtracted various income exclusions, including the income of dependent children under 18, student earnings of more than $480 a year (unless the head of household or spouse is the student), and income included in an approved Plan for Achieving Self-Support (PASS). (See Income Exclusions for Section 8 for a detailed list of exclusions.)
NOTE: If you have had a welfare benefit reduced as a sanction and you are participating in a Tenant-Based Section 8 program, then your gross income may include an imputed amount.
