Plan for Achieving Self-Support (PASS) and Section 8

A Plan for Achieving Self-Support (PASS) allows a Supplemental Security Income (SSI) recipient or applicant to set aside income and/or resources if the Social Security Administration (SSA) agrees that doing so will help the individual reach an occupational goal that will make the individual more self-supporting. The income or resources that are set aside in this way are not counted by SSA in determining SSI eligibility and SSI benefit amounts.

The Department of Housing and Urban Development (HUD) has agreed to honor SSA-approved PASS plans by excluding income and resources that are set aside in a PASS when determining both financial eligibility for Section 8 assistance and the amounts that you must pay in Section 8 rent and utilities.

The income that is set aside in a PASS can consist of employability investments and work expenses.

NOTE: WorkWORLD will not allow you to enter a PASS amount that is more than the sum of your employability investments and work expenses.

 

NOTE: WorkWORLD will not allow you to enter a PASS amount that is more than your non-SSI income.

Income or resources included in a PASS must be accounted for separately from the rest of your income and resources. That is, you must keep such savings in a separate bank account and keep receipts for such spending.

Entering PASS Amounts in WorkWORLD

WorkWORLD asks for the amount of income to be set aside in the next 12 months. If the amount of income per month is expected to change, however, your Public Housing Agency (PHA) probably would annualize the current monthly amount by multiplying it my 12. It would then re-determine the annual amount when and if the PASS amount changes. If you do not know how your PHA handles this kind of situation, assume that your PHA annualizes your monthly set-aside by multiplying it by 12. Check with your PHA as soon as possible. If you then find that your PHA handles it differently, go back and change your answers to the Section 8 PASS questions.
