Public Housing Agency (PHA)

A Public Housing Agency (PHA) is "…a State, county, municipality or other governmental entity or public body (or agency or instrumentality thereof) authorized to engage in or assist in the development or operation of low-income housing." (In some circumstances, HUD refers to a PHA as an HA, or Housing Agency. The definition in 24CFR5.1 says that PHA and HA are the same.)

A PHA manages the distribution of funds and the operation of Section 8 housing programs within its area.

NOTE: Some Project-Based programs, such as Multifamily Subsidized Housing, are administered by the owners of the rental units not by a PHA. If you live in such a unit, then you should substitute "owner" for every reference to "PHA" in the WorkWORLD Information System.
