VA DRS Community Based Services

 

VA DRS Community Based Services (CBS) logoThe Department of Rehabilitative Services (DRS) offers a number of different types of Community Based Services (CBS) to individuals with disabilities. These services are designed to enhance opportunities for independent living:

·             Long Term Rehabilitation Case Management (LTRCM): DRS assists individuals with severe sensory and physical disabilities in their efforts to work, to establish self-esteem, and to prevent, eliminate or reduce economic and personal dependency.

·             Centers for Independent Living (CILs): CILs are non-residential places of action and coalition, where persons with disabilities learn empowerment and develop the skills necessary to make lifestyle choices.

·             Personal Assistance Services (PAS): Sometimes called attendant care, PAS is a range of non-medical services provided by one or more persons, designed to assist a consumer with a significant physical disability with daily living activities.

·             Brain Injury and Spinal Cord Injury Services (BI/SCIS): BI/SCIS manages multiple programs, contracts, and federal/state grants that provide brain injury services throughout Virginia. The BI/SCIS Unit serves as a point of contact for customers seeking general information on brain injury and spinal cord injury, or specific resources and referral information about agency services for persons with neurotrauma.

·             Funding Possibilities: DRS has a number of programs that provide funds to directly or indirectly assist individuals with disabilities:

o    Assistive Technology Loan Fund Authority (ATLFA): ATLFA makes loans and provides loan guarantees to Virginians with disabilities for equipment and technology that increase independence, quality of life and employment opportunities.

o    Consumer Service Fund (CSF): The Consumer Service Fund (CSF) is a "fund of last resort" which enables case managers and service providers to help Virginians with physical and/or sensory disabilities access a service or device that cannot otherwise be funded through existing programs.

o    Commonwealth Neurotrauma Initiative (CNI): Through the CNI Trust Fund, the Commonwealth makes available to Virginia-based organizations, institutions and researchers, funds to improve the treatment and care of Virginians with traumatic spinal cord and brain injuries.

o    Brain Injury Direct Services Fund (BIDS): Funding became available July 1, 2003.

o    Rehabilitative Services Incentive Fund (RSIF): RSIF addresses unmet or underserved needs identified in local Disability Services Board needs assessments and to develop community programs for Virginians with physical or sensory disabilities.
