The Virginia Department of Rehabilitative Services (DRS) provides specialized services to eligible consumers with disabilities who live in nursing facilities across Virginia. Specialized services are those services consumers need to maximize self-determination and independence that they cannot access through a nursing facility or through the standard Medicaid state plan.

DRS funds Nursing Home Outreach Services (NHOS) through an agreement with the Department of Mental Health, Mental Retardation and Substance Abuse Services (DMHMRSAS) and the Department of Medical Assistance Services (DMAS).
Eligibility is determined by DMHMRSAS. Eligibility is limited to those Nursing Facility residents who have Mental Retardation or a related condition that is manifest before 22 years of age. Related conditions include significant disabilities such as cerebral palsy, epilepsy, autism, spinal cord injury, brain injury, muscular dystrophy, multiple sclerosis, spina bifida, stroke or other conditions of neurological origin.
DRS also assists consumers to move from nursing facilities into the community. Consumers may then access a variety of Community Waiver Services.
