Needy individuals living in the home who are providing services which are essential to the well-being of the child(ren) on which TANF eligibility is based can be included in the assistance unit.
Such individuals must be ineligible for assistance in a federal category in their own right.
Services which are considered essential are limited to:
· The provision of child care which enables the caretaker to work on a full-time* basis outside the home;
· Care for an incapacitated family member in the home;
The incapacity must be supported by medical evidence that the family member has a physical or mental impairment that reduces substantially or eliminates his ability to support or care for himself; the impairment must be expected to last for a period of at least 30 days. Eligibility for Supplemental Security Income (SSI) or Social Security Disability Income (SSDI) benefits on the basis of the individual's incapacity is also acceptable proof of the incapacity.
· The provision of child care which enables the caretaker relative to receive training full-time*;
· The provision of child care which enables the caretaker to attend high school (or GED classes) full-time*; and
· The provision of child care for a period not to exceed two payment months to enable the caretaker to participate in employment search or other ESP component.
Full-time Definition: Full-time is defined as 30 hours or more per week or 120 hours or more per month.
Persons Essential for Well-Being cannot be included in TANF Assistance Unit if they:
· Are not in need; or
· Are receiving Supplemental Security Income (SSI) and/or an Auxiliary Grant; or
· Have not provided their Social Security Number (SSN) or made application for such SSN; or
· Are ineligible for a specified period of time based on receipt of a lump sum; or
· Are a sponsored alien; or
· Have committed an IPV and is disqualified; or
· Are not U. S. citizens or eligible aliens or have not declared in writing their citizenship or alien status.
