SSI State Supplement - Delaware

 

Image of the Delaware State flag.  Adopted in 1913, the Delaware state flag has a background of colonial blue surrounding a diamond of buff color in which the coat of arms of the state is placed. Inside the diamond, the coat of arms recognizes the importance of commerce (the ship) and agriculture (wheat, corn, the ox and the farmer) to the state. Tribute is also paid to the Revolutionary War Soldiers. There is also a banner with the words 'Liberty and Independence'. The diamond is a reference to an early state nickname, the Diamond State, so given because of Delaware's small size and great value, evidenced in its geographical position on the Atlantic Ocean and its leadership contributions. Below the diamond are the words 'December 7, 1787,' indicating the day on which Delaware was the first state to ratify the United States constitution. According to members of the original commission established to design the flag, the shades of buff and colonial blue represent those of the uniform of General George Washington.Delaware provides State Supplements to Federal SSI benefit payments for residents in one of the living arrangements specified in the Payment Levels table below.

 

General Information

NOTE: Both State and Federal agencies administer SSI Supplements in Delaware. The Delaware Division of Social Services (DSS) administers supplemental payments for recipients losing their SSI because of SSDI. The Social Security Administration administers all other supplemental payments.

The Social Security Administration (SSA) originally provided the data shown in the table, and it was updated by the Department of Social Services. Contact your local SSA Claims Representative for further details about eligibility and benefit levels. Unless otherwise stated, payment levels apply equally to people who are aged, people with blindness, and people with disabilities. Benefit amounts are usually adjusted annually, and become effective January 1st. The table shows monthly payment levels for calendar year 2010.

Notes

[a] Individuals who lose eligibility for SSI (and therefore their Medicaid coverage) due to receipt of Social Security Disability (SSDI) payments after sufficient employment, and are not yet eligible for Medicare, may receive the state supplement and continue their Medicaid coverage. They continue to be financially eligible for Medicaid -- under a program called "Medical Assistance During Transition to Medicare" or MAT Medicaid -- until their Medicare coverage begins.

Living Arrangement Definition

A - Living in an adult residential care facility – Includes those recipients who are certified by the Delaware Department of Health and Social Services, as residents of an adult residential care home.

Scope of Coverage

Optional State supplement provided for aged, blind, and disabled adults who are: 1) SSI recipients or would be except for income, and 2) certified by the Delaware State Department of Health and Social Services as living in an approved adult residential-care facility. Payments are also made to individuals who become ineligible for SSI due to receipt of Social Security Disability payments and are not yet eligible for Medicare. Children under age 18 are not eligible for supplementation, but may receive benefits and services under the child welfare program.
