Individuals who are eligible for Supplemental Security Income (SSI) because they are aged, blind or have a disability, are automatically eligible for Medicaid coverage in Delaware.
NOTE: Because Delaware covers all SSI beneficiaries, it is known as a 1634 state. Other states, commonly referred to as 209-b states, have more restrictive criteria for eligibility than the SSI program.
Individuals who have a disability and who lose their SSI cash benefit because of employment, remain eligible for Medicaid under an SSI work incentive called 1619(b) as long as they remain otherwise eligible and they need Medicaid to work. (See 1619(b) SSI Work Incentive for details.)
SSI recipients who lose their SSI eligibility because they are no longer considered disabled, or because of excess resources or unearned income, automatically lose their Medicaid eligibility under this covered group. DSS will, however, determine whether or not they are eligible under some other covered group.
For example, they may be eligible for limited Medicaid coverage under one of the Medicare-Related Covered Groups; or they may have special circumstance that make them eligible as an Adult Disabled Child, or Pregnant Woman, or as someone Transitioning to Medicare.
