Households applying for food stamps may exercise one of the following Standard Utility Allowances as an allowable deduction from household income:
· The Heating Standard Utility Allowance applies to households that incur heating costs separately and apart from rent or mortgage expenses. The Heating Standard Utility Allowance includes the following expenses: heating, cooking, electricity, water, sewerage, cooling, garbage and trash collection, the basic fee for one telephone and tax, and initial utility installation fee.
· The Non-heating Standard Utility Allowance applies to households that do not qualify for the heating SUA because it incurs no heating costs separately and apart from its rent or mortgage, but does incur at least one of the following costs separately and apart from its rent or mortgage: cooking, electricity, water, sewerage, cooling, and garbage and trash collection.
· The Telephone Standard Utility Allowance applies to households that incur a telephone cost but incur none of the following costs separately and apart from its rent or mortgage: heating, cooking, electricity, water, sewerage, and garbage and trash collection. This standard utility allowance includes the basic fee for one telephone and tax, and initial installation fee.
Households may claim that their actual utility expenses are higher than the standard utility allowance and verify actual utility expenses at the time of application or re-certification.
