The Food Stamp Employment and Training (FSE&T) Program is administered by the Division of Social Services (DSS). It is combined with the TANF Employment and Training (TANF E&T) program as the DSS Employment and Training Program.
The purpose of Employment and Training is to help Food Stamp and/or Temporary Assistance for Needy Families (TANF) recipients to gain skills and to receive training or experience leading to regular, paid employment.
Because the rules for the TANF and Food Stamp programs are detailed in different sections of the DSS Policy Manual, we also separate the topics regarding the participation requirements, program components, sanctions and participant reimbursement.
NOTE: The rules for TANF E&T can be found in DSS Policy Manual Section 3000, and those for FSE&T can be found in Section 10000.
Food Stamp recipients are required to participate in Employment and Training unless they meet certain requirements.
The following kinds of personal characteristics or situations, among others, allow individuals to be exempt from Employment and Training:
· Individuals who require childcare where it is not available (See the Child Care Subsidy Overview topic for information about availability during participation in education and training programs.);
· Health or disability reasons;
· Transportation barriers;
· Individuals with other significant barriers to employment; and
· Individuals who are already self-employed or employed and working more than a minimum level.

· Independent Job Search: A job seeking activity initially engaged in by all registrants.
· Self-Directed Job Search Training: Job seeking and job holding instruction;
· Basic Life Skills Enrichment: Individualized and small group academic and life skills instruction to address barriers to employment;
· Post-Secondary Education: For individuals who qualify for post-secondary educational programs focused on employment;
· Adult Education through Workforce Investment Act (WIA) or other educational programs for basic education or high school equivalency achievement;
· Vocational Training through Workforce Investment Act (WIA) and other training programs

Participants can be reimbursed for necessary childcare expenses and up to $30 for other expenses they incur (such as transportation expenses) in order to participate.
