Child Care - ABC Special Needs Voucher Income Exclusions - South Carolina

The amount of income a family has available is the key factor in deciding financial eligibility for the ABC Special Needs Voucher. Certain income is considered in the evaluation of gross family income and certain kinds of income are excluded when considering the family’s income.

The following are NOT considered in the computation of the amount of gross family income for deciding eligibility for the ABC Special Needs Voucher program:

·      Child Supplemental Security Income (SSI)

·      Borrowed money/loans

·      Gifts

·      Lump sum insurance payments

·      Food Stamps allotment

·      Home produce

·      Foster care board payments

·      Educational loans/grants

·      Medicaid assistance

·      Section 8 Housing

·      Family medical expense reimbursements

·      Income from property sold

·      Tax refunds

·      Lump sum inheritance

·      Capital gains

·      USDA donated food value

·      Earnings of children under 18

·      Vista income

·      Funds from Native American claims

·      Special Service under the Workforce Investment Act

·      Family Support payments
