SSI State Supplement - Wisconsin

The word 'WISCONSIN' appears in white Gothic letters above the state coat of arms and the date that Wisconsin was admitted to the union, '1848' is in white Gothic letters below the state coat of arms. Above a shield within the coat of arms is the state motto 'Forward' in black letters on a white ribbon. Below that, but also above the shield, is a badger, the state animal. On opposite sides of the shield, a sailor and miner symbolize the type of work that people did in 1863, at the time the flag was made. The shield in the center shows Wisconsin's support for the United States. In four quadrants of the shield are representations of the important trades of the times: agriculture (plow), mining (pick and shovel), manufacturing (arm and hammer) and navigation (anchor). At the base of the shield is a cornucopia, or horn of plenty, standing for prosperity and abundance, while a pyramid of 13 lead ingots represents mineral wealth and the 13 original U.S. states. In the center of the shield lies the U.S. Coat of Arms, symbolizing Wisconsin’s loyalty to the Union. All of the symbols on the flag represent a richness in natural resources, including the lakes and waterways, mineral riches under ground which provide useful products, and rich soil which provides abundance in crop production and food for people. The flag was adopted in 1863 and amended in 1979.Wisconsin provides State Supplements to Federal SSI benefit payments for residents in one of the living arrangements specified in the table below.

The Social Security Administration (SSA) originally provided the data shown in the table, and it was updated by the Wisconsin Department of Health and Family Services. Unless otherwise stated, payment levels apply equally to people who are aged, people with blindness, and people with disabilities. Benefit amounts are usually adjusted annually, and become effective January 1st. The table shows monthly payment levels for calendar year 2010.

If you are using this version of WorkWORLD after January 1, 2011, you should be able to get the updated numbers from the Department of Health and Family Services or the Social Security Administration local office.

Notes

[a] A Caretaker supplement state payment is available to SSI recipients whose dependent children are eligible for certain types of Medicaid; $250.00 for first child, and $150.00 for each additional child. For example, if there are 2 eligible children living with their SSI-eligible parent, the Caretaker Supplement will be $400 per month.

The benefit will be added to the parent's monthly state SSI check. If there are two parents in the household who receive SSI, the benefit will be added to only one parent's state SSI check.

[b] An Exceptional Expense Supplement program for recipients of Supplemental Security Income (SSI) in Wisconsin is administered by the Department of Health and Family Services and county agencies and provides a monthly cash benefit to eligible SSI recipients who reside in certain substitute care facilities or who require additional support services in order to live independently. A monthly cash benefit of up to $95.99 is added to the State SSI payment of each SSI recipient who meets the program requirements and is certified for the benefit by a county agency. SSI recipients who wish to apply for SSI-E should contact their county department of social or human services to request an assessment for SSI-E. The county agency will provide or arrange for an assessment and determine whether the SSI recipient meets the SSI-E eligibility criteria.

Eligibility for SSI-E is limited to:

1) SSI recipients whose expenses are greater than the SSI-E payment level ($853.77 in 2010) and live in one of the following licensed or certified facilities:

·                           Foster home for children

·                           Group home for children

·                           Licensed or Certified adult family/foster home

·                           CBRF of 20 beds or less

·                           Certified Residential Care Apartment Complex (RCAC)

or

2) SSI recipients who live in their own household or another's household who pay their share of household expenses and who need at least 40 hours of primary long-term support services each month.

Living Arrangements Definitions

Living independently - Includes recipients living in their own households, in private medical treatment facilities and receiving 50 percent or less of the cost of care from SSI, or in non-medical institutions. Also includes persons in medical facilities who are in federal living arrangement code A on the basis of their eligibility under Section 1611(e)(1)(E).

Living in the household of another - Includes recipients in federal living arrangement code B.

Living independently with an ineligible spouse - Includes recipients living in their own households with an ineligible spouse.

Living in the household of another with an ineligible spouse - Includes recipients in federal living arrangement code B who have an ineligible spouse.

In private non-medical group home or natural residential settings - Restricted to recipients who require a supportive living arrangement and reside in private non-medical group homes or in a natural residential setting with support. Eligibility is based on certification, on an individual basis, by the State.

Scope of Coverage

Optional State supplement provided to all eligible persons, including children, living in the arrangements listed under "Payment Levels." Residents of emergency shelters or patients in medical facilities where Medicaid pays more than 50 percent of the cost of care are not eligible for supplementation.
