SSI State Supplement - Massachusetts

The coat of arms of the Commonwealth of Massachusetts consists of a blue shield with an Indian on it. The Indian is dressed in a shirt, leggings and moccasins. He holds a gold bow in one hand and a gold arrow in the other hand. The point of the arrow is pointed down. In the upper right hand corner of the shield is a silver five-pointed star. Above the shield on a gold wreath is a right arm, bent at the elbow and grasping a gold broadsword. The motto of the Commonwealth is printed in gold on the blue ribbon partially surrounding the blue shield. The shield of blue represents the Blue Hills of Canton and Milton, Massachusetts. The Indian depicted on the shield, Massachuset, is shown carrying the arrow with its tip pointed downward to indicate a friendly demeanor and sign of peace. The silver star of the coat of arms is designated as white (instead of silver) for the flag and represents Massachusetts as one of the thirteen original colonies of the United States. The motto of the Commonwealth of Massachusetts, 'Ense petit placidam sub libertate quietem,' is printed in gold on a blue ribbon. It can be translated as 'By the sword we seek peace, but peace only under liberty.' This motto is supported by the ruffle sleeved arm grasping a sword that is depicted above the shield, representing the first part of the motto. The flag was adopted in 1915, and ammended in 1971.Massachusetts provides State Supplements to Federal SSI benefit payments for residents in one of the living arrangements specified in the table below.

Unless otherwise stated, payment levels apply equally to people who are aged, people with blindness, and people with disabilities. Benefit amounts are usually adjusted annually, and become effective January 1st. The table shows monthly payment levels for calendar year 2010.

Notes

[a] Blind individuals aged 65 or older are entitled to the highest payment category for which they qualify.

[b] The amounts given apply only when both members of a couple belong to the same eligibility category. When members belong to different eligibility categories, the two respective individual benefits are added to obtain the couple's benefit.

Living Arrangement Definitions

A Living independently - Includes recipients who live:

1) alone;

2) only with an eligible spouse;

3) with an eligible spouse and with ineligible children who do not receive income maintenance payments; or

4) with an ineligible spouse and/or ineligible children none of whom receive income maintenance payments. Also includes recipients in federal Payment Code C who do not live with any persons receiving income maintenance payments. Persons not meeting these criteria may be included if they are in federal Payment Code A or federal Payment Code C and pay at least two-thirds of the household expenses. In addition, recipients living in public congregate housing developments are included.

B Shared living expenses - Includes recipients who are in federal Payment Code A or federal Payment Code C, and do not meet the criteria for state living arrangement A or state living arrangement E. As such, it includes recipients who reside in group-care facilities such as halfway houses, private medical facilities where Medicaid is paying 50 percent or less of the cost of care, faster homes, commercial boarding homes, or in other facilities which do not meet the criteria for State living arrangements A or E. It also includes:

1) recipients who reside in households where they do not pay at least two-thirds of the household expenses and one or more household members receive an income maintenance payment; and

2) transients, the homeless, and residents of public emergency shelters.

C Living in the household of another - Includes recipients in Federal Payment Code B.

E Living in a licensed rest home - Includes recipients residing in a licensed rest home that has a provider agreement with the state.

F Living in a Medicaid facility - Includes recipients in Federal Payment Code D.

G Living in an assisted living facility - Includes recipients residing in nonpublic subsidized assisted living facilities that have been registered with the state.

Scope of Coverage

Optional state Supplement provided to every aged, blind, and disabled SSI recipient, including children, and recipients in private medical facilities where the Medicaid program is providing 50 percent or less of the cost of care.

Relative Responsibility

None.

Income Disregards

There are no disregards in addition to the Federal income disregards.
