Public Housing - Gross Household Income Deductions- Massachusetts

Net household income, which is calculated to determine the rent amounts for public housing tenants and AHVP participants, is determined by taking the gross household income less gross household exclusions and any of the following deductions:

·      An annual deduction of $400 for a household in which the head of household is either 62 years of age or older or disabled.

·      An annual deduction of $300 for each member of the household who is under age 18 and has not been emancipated, and each income-contributing adult member of the household (other than the head of household), provided that each income-contributing adult member has a gross income in excess of $300.

·      A deduction for out-of-pocket medical expenses if not compensated for or covered by insurance, provided these expenses are in excess of 3% of gross household income. Costs for medical health insurance are considered medical expenses.

·      A deduction of the amount paid out-of-pocket by a household member for the care of child(ren), or a sick or incapacitated household member when determined by the local housing authority to be necessary to the employment of the head of household or spouse, provided the amount deducted does not exceed the amount of income received by the household member who is released from the responsibility of care.

·      Amounts paid out-of-pocket by a household member, if reasonable and necessary, for the support of a person or persons not residing with the household but for whose support that household member is legally responsible. No deduction is available for the support of children away from home for purposes of normal or voluntary education.

·      A deduction for non-reimbursable expenses paid out-of-pocket for tuition and fees of vocationally related post secondary education of members of the household other than full-time students. In no event shall the deductible expenses for tuition and fees exceed the income of the household member incurring such expenses.

·      Reasonable expenses paid out-of-pocket by a member of the household for reasonable and necessary homemaking and housekeeping services for a member of the household with a disability that causes him or her to be unable to carry out such activities.

·      Travel expense, above those considered normal, paid out-of-pocket by a member of the household with a disability who is physically unable to use public transportation in connection with routine, predictable and necessary activities such as commuting to work, grocery shopping and doctor visits.

·      A deduction for those households that separately pay the cost of heat. The amount of the deduction shall be set in the Schedule of Heat Deductions published by the Department of Community and Housing Development.
