FIP Eligibility - PROMISE JOBS - Iowa

All FIP applicants and recipients are referred to PROMISE JOBS, unless they are exempt. All referred FIP recipients must participate in the PROMISE JOBS work and training program and complete a Family Investment Agreement.

The following persons are exempt from referral to the PROMISE JOBS work and training program and the Family Investment Agreement requirement:

·     A person who is receiving Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI) because of the person’s own disability.

·     An alien whose immigration status is not listed under Chapter 8 United States Code, Section 1641.

·     A person who is disabled and unable to participate.

·     A person who is under age 16 and is not a parent.

·     A person who is age 16 to 19 and is not a parent, who attends school full-time.

Parents 19 and younger are not exempt from referral to PROMISE JOBS, unless disabled and unable to participate. These parents must attend parenting classes, and participate in high school completion activities. If the parent is not making good progress in completing educational activities or participation activities are not appropriate, the parent must participate in work and training activities.

Additionally, participation in the Family Development and Self-Sufficiency (FaDSS) program or another family development program is required for unmarried parents aged 17 or younger who do not live with a parent or legal guardian.

Persons who are determined exempt may volunteer to receive employment and training assistance through PROMISE JOBS. Exception: Aliens whos immigration status is not listed at Chapter 8 United States Code, Section 1641, are prohibited from volunteering.

Financial assistance with transportation and child care expenses is available to FIP Recipients who need assistance with transportation and/or child care while they participate in andy PROMISE JOBS component except for employment. Family Investment Agreement

Once approved for FIP assistance, each person who is referred to PROMISE JOBS must enter into a Family Investment Agreement (FIA).

The FIA is an individualized agreement between the FIP recipient and the State of Iowa. The FIP recipient and the PROMISE JOBS worker develop the agreement during the PROMISE JOBS assessment period.

The agreement addresses the particular family’s needs, the services to be provided by the State of Iowa, the actions the family will take, and the time frame to be met by the family for attaining self-sufficiency. Families who do not attain self-sufficiency within the stated time period, even though they are making a good faith effort to do so, must work with PROMISE JOBS to renegotiate and amend their agreement (not to exceed sixty months of FIP assistance).

The Family Investment Agreement requires each PROMISE JOBS participant who is not exempt to take part in one or more of the following components after PROMISE JOBS orientation and assessment of the person’s skills, interests, abilities and needs are completed:

·     Extended assessment

·     Life skills training

·     Full-time or part-time employment

·     Job-seeking skills training and job search

·     High school completion/GED

·     Adult basic education

·     Training in English as a second language

·     Post-secondary education

·     Unpaid work experience placement

·     On-the-job training

·     Unpaid community service

·     Parenting skills training, and

·     Family Development and Self=Sufficiency (FaDSS) program or other family development program.

The level of participation required in FIA options shall be equivalent to the level of commitment required for full-time employment to the best of the family's abilities. Family planning counseling services are offered to all participants as an optional step in the Family Investment Agreement. However, there is no consequence if the person does not accept the service.
