Three different types of Delaware State Supplement recipients are eligible for Medicaid coverage:
1. Mandatory Supplements: When the Federal Supplemental Security Income (SSI) program was implemented in 1974, states were mandated to provide supplemental payments to aged, blind and disabled individuals who would get less money under SSI than they got under the Old Age Assistance (OAA), Aid to the Blind (AB), and Aid to the Disabled (AD) programs formerly administered by the states. Delaware still has a few individuals who get mandatory state payments and they are eligible for Medicaid.
2. Residential Care: Delaware provides a state supplement payment (SSP) to elderly and disabled SSI recipients in adult residential care and adult foster care arrangements and certain individuals in assisted living facilities. The amount of payment generally relates to the level of assistance provided in the living arrangement. These individuals qualify for Medicaid. 3. Individuals who lose their SSI eligibility due to receiving an SSDI cash benefit and who do not yet receive Medicare coverage are eligible for up to $5 in State Supplement payments. More importantly, however, they are eligible for Medicaid until their Medicare coverage starts. For details, see Medicaid - MAT.
