SSI State Supplement - Virginia

 

Image of the Virginia State Flag.  The flag has a deep blue field with a circular white center that contains the obverse side of the Great Seal of Virginia, with 'Virginia' at the top of the seal and the Latin motto 'Sic Semper Tyrannis' - 'Thus Always to Tyrants' at the bottom. Adopted in 1776, when Virginia and the other colonies were fighting for independence from England, it shows two figures acting out the meaning of the motto. Both are dressed as warriors. It depicts the Roman goddess Virtus representing the spirit of the Commonwealth. She is dressed as an Amazon, a sheathed sword in one hand, and a spear in the other, and one foot on the form of Tyranny, who is pictured with a broken chain in his left hand, a scourge in his right, and his fallen crown nearby, implying struggle that has ended in complete victory. A border of Virginia creeper, in red and green colors, encircles the design of the seal, and a white silk fringe adorns the edge of the flag farthest from the flag staff. The flag was adopted in 1861.Virginia provides State Supplements to Federal Supplemental Security Income (SSI) benefit payments for residents in one of the living arrangements specified in the table below.

This program is also known as the Auxiliary Grants program.

The Virginia Department of Social Services (DSS) provided the data shown in the tables, and the Social Security Administration (SSA) provided the other data. Unless otherwise stated, payment levels apply equally to people who are aged, people with blindness, and people with disabilities. Benefit amounts are usually adjusted annually, and become effective January 1st. Due to the unusual benefit changes that have occurred during the past several years, the table shows monthly payment levels beginning with calendar year 2003.

Prior to July 2003, the rates for Assisted Living Facilities were different from those for Adult Foster Care Homes; now the rates are comparable. However, the rates vary by region.

If you are using this version of WorkWORLD after January 1, 2013, you should be able to get the updated numbers from local offices of Social Services.

Notes

[a] Represents the maximum allowance; lower amounts may be paid depending on the cost of the facility. Includes a personal needs allowance of $81 ($75 before January 2009, $70 before January 2007, $62 before January 2006), and a 15% differential in Planning District 8.

[b] Planning District 8 includes the counties of Arlington, Loudon, Prince William, Fairfax and the city of Alexandria.

[c] Administered in localities whose boards have opted to provide this service, effective August 1982.

Living Arrangements Definitions

Living in an assisted living facility - Must be licensed. Four or more persons receive care.

Living in an adult foster care - A foster care type arrangement with no more than three persons; usually only one person. No license required, but approval by local Department of Social Services is required.

Scope of Coverage

Optional State supplement provided to needy aged, blind, and disabled persons who live in assisted living facilities (domiciliary institution) or in approved adult family care homes and who are eligible for SSI benefits or who would be eligible except for excess income. Children are ineligible for optional supplementation.

Relative Responsibility

Income Disregards

When applicable, a disregard for income allotted to the support of children and/or spouse at home is allowed in addition to the Federal SSI income disregards.
