SSI State Supplement - New Jersey

 

Image of the New Jersey State Flag.  The buff field color of the New Jersey State flag dates all the way back to 1779 and the New Jersey Regiments mustered for the Revolutionary War. The color was chosen by General George Washington when he was directed by the Continental Congress to prescribe the uniform for the regiments of the New Jersey Continental Line. General Washington directed that the coats of the soldiers should be dark blue faced with buff. These colors were chosen by General Washington to honor the original Dutch settlers of New Jersey. Dark Blue (Jersey Blue) and Buff were the colors of Holland or the Netherlands. The state coat of arms is emblazoned in the center of the flag. A blue shield has three plows with a horse's head above it, referring to the nickname the 'Garden State.' A helmet shows that New Jersey governs itself. Two women represent the goddesses of Liberty and Agriculture. A ribbon at the bottom includes the year of independence in 1776 and reads 'Liberty and Prosperity.' The flag was adopted in 1896.New Jersey provides State Supplements to Federal SSI benefit payments for residents in one of the living arrangements specified in the table below.

Unless otherwise stated, payment levels apply equally to people who are aged, people with blindness, and people with disabilities. Benefit amounts are usually adjusted annually, and become effective January 1st. The table shows monthly payment levels for calendar year 2012.

[a] State supplement includes a $100.00 personal needs allowance per person residing in a boarding home.

Living Arrangement Definitions

A - Living in a congregate care facility - Includes recipients in:

1. Residential Heath Care Facilities who are under the supervision of the Department of Human Services

2 Recipients in residential facilities for children and adults under the supervision of or placement by the Division of Developmental Disabilities or the Division of Youth and Family Services and supervised or placed by the Department of Human Services.

3. Recipients in assisted living residences and in comprehensive personal care homes licensed by the New Jersey Department of Health and Senior Services.

B - Living alone or with others - Includes all recipients in federal code A or federal Code C who do not meet the definitions of other state living arrangements. Includes persons in:

1. The Transitional Residency Program when their placement is through the Division of Mental Health and Hospitals, Department of Human Services;

2. Room and Board Facilities licensed by the Department of Community Affairs.

3. Persons in medical facilities who are in federal code A on the basis of their eligibility under Section 1611(e)(1)(E) of the Social Security Act.

C - Living alone with an ineligible spouse -

1. Applies to recipients who live with their ineligible spouse only or with ineligible spouse and foster children only.

2. Uses Federal criteria. Recipient currently has an essential person living in the household and in December 1973 was receiving assistance under an approved state plan that covered the needs of an essential person.

D - Living in the household of another - Includes recipients in federal Code B.

G – Living in a Medicaid facility – Includes recipients in federal Code D.

I – Living in a Residential Health Care facility – Includes facilities that have been approved by the New Jersey Department of Community Affairs (DCA) and are either free-standing or attached to a nursing home, an assisted living residence, or a comprehensive personal care home approved by DCA.

Scope of Coverage

Optional state supplement provided for all aged, blind, and disabled recipients, including children, except those in publicly operated community residences or facilities where Medicaid pays less than 50 percent of the cost of care. Supplementation provided to recipients in approved residential facilities.

Relative Responsibility

None.

Income Disregards

No disregards in addition to the Federal income disregards.
