SSI State Supplement - Missouri

 

Image of the Missouri State Flag.  The flag consists of three horizontal red, white and blue stripes. These stripes represent valor, purity and vigilance and justice. A circle is centered on the flag surrounded by a band of blue enclosing the Missouri Coat of Arms on a white background. The blue band displays 24 white five-pointed stars representing Missouri as the 24th state. The shield of the Missouri Coat of Arms shows, on the right, a Bald Eagle grasping the olive branches of peace and the arrows of war in its talons. This represents the strength and powers of the Federal Government. On the left side of the shield, the state side, is a grizzly bear and a crescent moon. The grizzly bear symbolizes the strength and bravery of the citizens of the state. The crescent moon sybolizes the state of Missouri at the time of its induction into the union; a state with a small population and wealth and huge potential. The crescent moon also symbolizes the 'second son.' Missouri was the second state to be carved from the territory aquired with the Louisiana Purchase. The shield is encircled by a belt inscribed 'United we stand, divided we fall' indicating the advantage of the union of the United States. Two more grizzly bears, one on each side of the shield, echo the bravery and strength of the state's citizens. They are standing on a scroll displaying the Missouri State Motto, 'Salus Populi Suprema Lex Esto' (Let the welfare of the people be the supreme law). Below the scroll are the Roman Numerals for 1820, the year that Missouri became a member of the United States. Above the shield a helmut is depicted, representing Missouri as a sovereign state. A large star surrounded by 23 smaller stars signifies Missouri's status as the 24th state. A cloud around the large star represents the difficulties that Missouri endured on its way to statehood. The flag was adopted in 1913.
Missouri provides State Supplements to Federal SSI benefit payments for residents in one of the living arrangements specified in the table below.

Unless otherwise stated, payment levels apply equally to people who are aged, people with blindness, and people with disabilities. Benefit amounts are usually adjusted annually, and become effective January 1st. The table shows monthly payment levels for calendar year 2010.

If you are using this version of WorkWORLD after January 1, 2011, you should be able to get the updated numbers from your local office of the Division of Family Services.

Notes

[a] Recipients in licensed nursing homes are entitled to an additional $52 per month to meet their personal needs. If the recipient is already receiving a personal needs allowance from another state or federal agency, this payment will not be made by DFS.

[b] Recipients receive a maximum combined federal and state payment of $510 for an individual and $1,020 for a couple.

Living Arrangements Definitions

Living in a licensed residential care facility, level I - Residents must meet state income and resource guidelines. Care provided is similar to boarding home care.

Living in a licensed residential care facility, level II - Residents must meet state income and resource guidelines. Custodial type care is provided.

Living in a licensed intermediate care or skilled nursing home - Residents must meet state income and resource guidelines. Custodial care plus medical care are provided.

Scope of Coverage

Optional State supplement provided to any person who:
1) is aged, blind, or disabled, and over age 18;
2) does not reside in a Medicaid facility;
3) does reside in a licensed residential care facility or a licensed intermediate care or skilled nursing home; and
4) has insufficient cash income to cover costs of care in the facility.

Blind persons over age 18 living on their own are also provided with a supplement. Children under age 18 are not eligible for optional supplementation.

Recoveries, Liens, and Assignments

None.

Relative Responsibility

None.

Income Disregards

There are no income disregards for the aged or disabled. Disregards for the blind include the first $65 plus one-half of the remainder of earned income.

Resource Limitations

Aged and disabled: $999.99 individual; $2,000 couple.

Blind: $2,000 individual; $4,000 couple.
