Residential Care Facility (RCF) Assistance - Nonfinancial Eligibility - Iowa

In addition to the Supplemental Security Income (SSI) eligibility requirements and requirements listed under Nonfinancial Eligibility for State Supplemental Assistance, the following conditions must exist for a person to be eligible to receive State Supplementary Assistance payments to cover residential care.

Living in a Certified Facility

To be eligible for State Supplementary Assistance, the facility that the person is in must be a facility that is licensed by the Iowa Department of Inspections and Appeals as a residential care facility or residential care facility for persons with mental retardation.

State Supplementary Assistance payments may be made to:

·           Residents of licensed privately operated residential care facilities.

·           Residents of publicly operated residential care facilities licensed for 16 beds or less.

·           Residents of publicly operated residential care facilities licensed for more than 16 beds if the resident lives in the facility voluntarily and is paying for the full cost of the care in the RCF or will be if SSI or State Supplementary is approved.

As a general or primary policy, a person who is a resident of a public nonmedical institution is not eligible for Supplemental Security Income (SSI). However, voluntary residents of a public nonmedical institution may be eligible for SSI (and thus may also be eligible for State Supplementary Assistance).

Physician’s Statement

To be eligible for RCF payment for residential care, there must be on file an order written by a physician certifying that the person requires residential care but does not require nursing services.

The certification is updated whenever there is a change in the recipient’s physical condition that makes a reevaluation necessary, or at least every 12 months.
