Residential Care Facility (RCF) Assistance - Income Limits - Iowa

For a person who is over income for Supplemental Security Income (SSI), countable income is determined according to SSI income criteria. Exception: The $20 income disregard is not allowed.

When a person is an SSI recipient, the countable income as determined by the Social Security Administration (SSA) is relied upon.

A person’s countable income is used to calculate client participation. (See: Residential Care Facility Client Participation.)

The Residential Care Facility (RCF) program does not have a standard income limit. Rather, a person meets income eligibility criteria when the person’s client participation is less than the cost of care for a 31-day month based on the per diem rate established for the facility.

Accordingly, income eligibility is dependent on the cost of care. The cost of care may vary depending on the facility in which the person lives.

When the person’s available income is above the cost of care for a month of fewer than 31 days, the person remains eligible for Medicaid, even if no State Supplementary Assistance payment is made.

If the person’s income is over the cost of care for a 31-day month based on the per diem rate established for the facility, the person has enough income to meet the person’s needs and is not eligible for State Supplementary Assistance and the Medicaid coverage associated with it.

NOTE: If you are not eligible for Medicaid because your countable income is over the cost of care, you may be eligible for Medicaid under the Medically Needy program. If you are working, you may be eligible for Medicaid for Employed People with Disabilities (MEPD).
