Medicaid Program - Optional State Supplementation (OSS) Overview - South Carolina

Optional State Supplementation (OSS) provides financial and medical assistance to eligible individuals who reside in licensed residential care facilities. OSS recipients are permitted to retain a portion of their Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI) income for personal needs, with the remaining portion of the benefit going to the facility.

To be eligible for OSS, individual Net Income Limit may not exceed $1,036.00 in 2007. The Personal Needs Allowance for 2007 is $71.00 for State Supplementation recipients and $51.00 for SSI only recipients. The maximum OSS payment to facilities for 2007 is $900.00.

All rates are mandated and adjusted annually.

The facility payment amount is determined by first subtracting the individual's total countable income from the Net Income Limit to determine the OSS amount. The Personal Needs Allowance is then subtracted from the total countable income amount, and the remainder is added to the OSS for payment to the facility.

The OSS program is administered by the South Carolina Department of Health and Human Services, Bureau of Long Term Care Services, Division of Community and Facility Services, Department of Community Services. You may contact the Division by calling 803-898-2590. Ask for the OSS Program Manager.
