Homeless Shelter Deduction - SNAP (Food Stamps)

In the Supplemental Nutrition Assistance Program (SNAP, formerly Food Stamp Program), a State agency may develop a standard homeless shelter deduction up to a current maximum of $143 a month for shelter expenses (such as rent or mortgage expenses, property taxes, and utility expenses) that may reasonably be expected to be incurred by households in which all members are homeless individuals but are not receiving free shelter throughout the month.

NOTE: As of January 20, 2001, Food Stamp regulations require specifically that your household must incur actual expenses related to shelter in order to receive this deduction. If you receive free shelter throughout the month (for instance, if you live without cost in a shelter for the homeless) you are not eligible for this deduction.

The deduction is subtracted from net income in determining eligibility and allotments for the households. The State agency may make a household with extremely low shelter costs ineligible for the deduction.

A household receiving the homeless shelter deduction cannot have its shelter expenses considered under the terms of the Excess Shelter Deduction or Standard Utility Allowances, for those States which allow them. However, a homeless household may choose to claim actual shelter costs instead of the homeless shelter deduction if actual costs are higher and verified.

If you indicate that you are homeless, depending on your circumstances, WorkWORLD will ask you questions about your shelter costs. WorkWORLD will then automatically determine, based on your responses, which deductions and allowances are most appropriate for your situation.
