In the Supplemental Nutrition Assistance Program (SNAP, formerly Food Stamp Program), all states have developed at least one type of utility standard that a household can use when determining its shelter costs. Some states mandate the use of the utility standard developed by the State while others allow household to choose between using actual utility expenses and the State-developed utility standards.
NOTE: WorkWORLD calculates utility costs based on the information you provide, your State's rules, and the method they allow which results in the highest level of SNAP (Food Stamp) benefits.
Typically, there are three types of utility standards:
· Standard Utility Allowance: This generally includes heating and cooling costs, water, electricity, sewer, telephone, etc. It is the most inclusive of the three standards.
· Basic Utility Allowance: This includes all utility costs except those associated with heating and cooling costs.
· Telephone Allowance: This is used when the only utility the household has is a telephone. If a state has a telephone allowance, then it generally mandates that a household use the allowance instead of using actual costs for basic telephone service.
