A person who qualifies for either FIP or Supplemental Security Income (SSI) may choose from which program to receive assistance but cannot participate in both programs at the same time. Thus, the person who is on SSI must be excluded from FIP while other family members may receive FIP assistance. Any income, including the SSI benefits, and resources of the SSI recipient are not considered when determining FIP eligibility or the amount of the FIP grant for other family members.
Example: In the home are Mr. and Mrs. A, and their two children. Mrs. A is on SSI. She also receives $100 Social Security Disability Insurance (SSDI) benefits per month. Only Mr. A and the two children can receive FIP if they meet requirements. Mrs. A is not eligible for FIP. Neither her SSI nor her SSDI benefits are considered when determining FIP eligibility or the FIP grant amount for Mr. A and the two children.
Note: If Mrs. A’s SSI is terminated in the future, she becomes a mandatory member of the FIP eligible group. Since she is no longer an SSI recipient, her income and resources will have to be considered when redetermining FIP eligibility and the FIP grant amount for Mr. and Mrs. A and the two children.
FIP ineligibility for a person who is approved for ongoing SSI eligibility begins the month in which the person receives the initial SSI payment. Consequently, a person’s needs may be included in the FIP eligible group until the Department is notified by the Social Security office that the person’s SSI application is approved.
For FIP, a person who receives State Supplementary Assistance (SSA) is considered the same as an SSI recipient.
Note, however, that a person who receives other Social Security income, including Social Security Disability Insurance (SSDI), is not considered the same as an SSI recipient. (See FIP Eligibility - Social Security Benefits.)
