Expanded Categorical Eligibility (Maryland) - SNAP (Food Stamps)

Maryland has expanded the definition of Categorical Eligibility in its Supplemental Nutrition Assistance Program (SNAP, formerly Food Stamp Program) by including participation in the programs or conditions listed below.

Categorical eligibility means that a household is considered eligible for SNAP based on its eligibility for a public assistance grant, benefit or service. Households in which all members receive or are authorized to receive Temporary Cash Assistance (TCA), a service or benefit funded by Temporary Assistance to Needy Families (TANF), Supplemental Security Income (SSI), Transitional Emergency, Medical and Housing Assistance (TEMHA), or Public Assistance to Adults (PAA) are categorically eligible. This includes a SNAP household with a mix of TCA, SSI, TEMHA or PAA members or a household authorized to receive a TANF funded service or benefit.

Categorically eligible individuals and households include the following:

·                   Individuals who receive TCA, SSI, TEMHA or PAA;

·                   Individuals who have been authorized but have not accessed TCA, SSI, TEMHA or PAA;

·                   Individuals authorized to receive TCA, SSI, TEMHA or PAA but who have not yet received the benefit;

·                   Household members receiving TCA, SSI or PAA whose benefits are suspended or recouped; or

·                   TCA households that are not paid because the grant is less than $10.

All families (that include related children) with income below 200 percent of federal poverty guidelines are authorized to receive Family Preservation services. Eligibility for this TANF funded program extends categorical eligibility to any household that meets the TCA definition of "family," and total gross income is below 200 percent of the federal poverty guidelines for family size.

·                   A household meets the "family" definition if it contains a related child age 17 or younger or a related child age 18 or 19 who will graduate from high school in their 19th year.

·                   The entire household is categorically eligible if any one member receives or is authorized to receive TANF funded non-cash or in-kind benefit or service.

If any member of a SNAP (Food Stamp) household that lives in the State receives benefits or services from any program shown below, then the Household is considered Categorically Eligible for SNAP benefits.

·                   Any TANF funded service or benefit

·                   Welfare Avoidance Grants

NOTE: Programs and conditions making a household categorically eligible for SNAP (Food Stamps) in your State may be in effect for short periods and/or change at times other than at the Federal fiscal year boundaries. You can get the latest information from your local SNAP agency or from the SNAP (Food Stamp) State Information Hotline for your state.
