If all household members receive or are authorized to receive SSI and/or TANF, then the household is considered to be categorically eligible for the Supplemental Nutrition Assistance Program (SNAP, formerly Food Stamp Program), assuming it is qualified under the special conditions shown below:
· If your household contains a child who is not considered a member of your TANF household due to a family cap policy, but who is considered a member of your household for SNAP purposes, then your household may be categorically eligible even though all members do not receive or are not authorized to receive TANF. Consequently, you should answer 'YES' to the question "Do all household members receive SSI and/or TANF?" Family cap refers to a policy that some states adopt concerning children conceived while a parent is receiving TANF benefits. These children are not eligible for TANF cash assistance payments.
· If your household is currently receiving SNAP and all household members receive or are authorized to receive SSI and/or TANF but one of the household members has been disqualified due to non-compliance with a program requirement, then your household is not categorically eligible. In this case, you should answer 'NO' to the question "Do all household members receive SSI and/or TANF?"
If a household is categorically eligible, the Gross Income, Net Income, and Asset Tests are waived. In addition, some non-financial requirements, such as providing a Social Security Number, do not have to be verified. Categorically eligible households of one or two will receive at least the minimum SNAP benefits of $10 (if before 10/01/2008) or eight percent of the maximum SNAP allotment for a household containing one member (if on or after 10/01/2008).
Households in which only some members receive SSI or TANF benefits are generally not categorically eligible for SNAP. However, the assets of the SSI (Federal) and TANF recipients are not considered when determining if the group meets the asset test.
