In an attempt to improve service to Social Security beneficiaries and Supplemental Security recipients with disabilities who want to work or keep working, SSA established a pilot program with a new position called the "Employment Support Representative (ESR)". The first group of ESRs provides services to Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) beneficiaries with disabilities that want to work or keep working.
NOTE: The ESR pilot program began in July 2000 and ended September 30, 2001. The Employment Support Representatives previously trained continue in their positions within SSA field offices.
SSA and DOL announced in October 2002 the creation of an expanded similar position, called a Disability Program Navigator, to be based in the One-Stop Career Centers.
ESRs receive intensive training in Social Security work incentives and other SSA programs that can help SSA beneficiaries make their transition to careers. The ESRs process disability work issue related workloads, and serve as a technical resource for other SSA employees. ESRs also provide information and training about SSA's employment support programs through outreach to SSDI and SSI beneficiaries with disabilities who want to work or keep working, their families, advocates, service providers, other organizations who assist people with disabilities, and possible employers. The ESR also keeps informed about public and private organizations in the community that can provide employment services to SSA beneficiaries and their families. Consistent with section 121 of the Ticket to Work and Work Incentives Improvement Act of 1999, the ESR is SSA's work incentives specialist providing accessible and responsive information and services related to SSA's employment support programs to beneficiaries with disabilities who want to work or keep working.
The web site page that previously contained information about the ESR program has been removed from the SSA website. At the end of the pilot program, ESRs were located in the cities shown in the table below.
