Employment Network Outcome/Milestone Payment Amounts - TWWIIA

Under the Ticket to Work and Work Incentives Improvement Act of 1999 (TWWIIA) the Employment Networks (EN) that offer services to Ticket holders may choose one of two payment systems. (See Ticket Payment Systems and Employment Networks for information about the networks and the payment systems.)

The monthly payment rates are recalculated annually.

Information is presented below for two time periods, as the Ticket to Work Regulation Changes of 2008 significantly changed the payment systems. Select the time period of interest:

·           Payment Amounts after Regulation Changes effective June 21, 2008

·           Payment Amounts before Regulation Changes effective June 21, 2008

Transition to the New EN Payment System: The payment rate in effect at the time the Milestone or Outcome is attained is the rate that will be paid for that particular payment month.

Monthly Payment Rates For Employment Network Payment Systems Beginning With Calendar Year 2002 and Ending June 2008

Below are the payment calculation bases and monthly payment rates for SSA's employment network payment systems beginning with calendar year 2002.

Under the Ticket to Work Program there are two employment network payment systems. They are the outcome payment system, which provides for up to 60 outcome payment months, and the outcome-milestone payment system, which provides for up to 4 milestone payments and 60 reduced outcome payment months. (See TWWIIA Milestones for an explanation of the Milestone definitions.)

SSA uses the national average disability benefit it pays under the SSDI and SSI disability programs in one year to compute the monthly payment rates for outcomes and milestones a beneficiary may attain in the following calendar year. The national average disability benefit is called the payment calculation base.

Note: Under the outcome-milestone payment system, SSA will reduce each outcome payment that a State VR agency receives for a ticket by an amount equal to 1/60th of any milestone payments that the State VR agency received for that same ticket.
